As DG I am required to certify to Rotary International that the selection of the Governor-nominee (designate) conforms to Rotary International Bylaws and Policies. The current district selection procedure violates Rotary policy that members of the nominating committee cannot serve more than three times on the committee. To be fair to all, two resolutions were approved by District Council to change district procedures to read:
 
1. - 6.1 (G) Nominating Committee – shall be composed of the three most immediate Past District 7040 Governors, who are available and active in the district; and three club Immediate Past Presidents, who are available and active in the district, one from each geographic region, selected by random draw. Members shall serve for no more than three one-year terms. The District Governor will be Chair and only vote in the case of a tie. The District Governor-Elect and District Governor Nominee shall be observers without vote. The positions considered by this committee will be District Governor-Nominee and the Vice Governor for the upcoming Rotary year.

Members shall serve for no more than three one-year terms. The District Governor will be Chair and only vote in the case of a tie. The positions considered by this committee will be District Governor-Nominee and the Vice Governor for the upcoming Rotary year.
 
What happens next:
 
1. I have submitted the resolutions to the Legislative committee, which is composed of PDG Bonnie Black (chair), PDG Ben Coe, Michele Herblin, DGE Gerry Lambert, PDG Edmond Lanthier, PDG Bette Miller, DGN Hadi Mortada, and the DG as an ex-officio member.
 
2. The committee will review the approved resolutions and,
 
3. The chair of the Legislative Committee will distribute the approved resolutions and the committee’s recommendations, to all members of the District Council and to the President of each club by September 25.
 
4. The DG will appoint a credentials committee to certify club Presidents and their representatives to the District Conference. Each club is entitled to at least one vote.  Any club with a membership of more than 25 is entitled to one additional vote for each additional 25, or major fraction thereof.
 
5. As DG I will preside at the District Business meeting at the District Conference that will include voting on the two approved resolutions.
 
6. The resolutions and committee's recommendations will be presented by the Chair of the Legislative Committee.
 
7. After discussion, Presidents or their appointed representatives will vote. A two-thirds majority of presidents, or appointed representatives present and voting is required for approval.
